Local councils are caught secreting micro-chips into at least 2.6million household bins in order to control waste habits.
Campaigners believe that this 'big brother' scheme is a good use of technology in order to charge those who waste the most.
The chips can be used to weigh the amount of rubbish in the bin and so could lead to charges for how much is thrown away.
The scheme has been described as 'surreptitious' and may end up targeting large families with lots of waste regularly.

However, within Windsor and Maidenhead council, up to 2,800 residents are set to reap awards from the scheme. Tags are used within wheelie bins which allocates the owners address and unique identification number and are scanned by the equipment in the collection vehicle, which allows the residents to then access, monitor and claim their reward points.
These points can then be used at hundreds of local and national retailers and businesses including Subway, Pizza Hut, Magnet and Windsor leisure centre.
From the 1st June residents will be able to take part in this scheme by applying online to recyclebank or by phone. When registering, applicants will receive a starter bonus of 40 points.
